This study aims to develop a national skills taxonomy for the Philippines that aligns occupational skills with the Philippine Qualifications Framework (PQF) level descriptors, the Philippine Skills Framework (PSF), and established international skills classification systems such as European Skills, Competences, Qualifications and Occupations (ESCO) and the O*NET. By systematically mapping occupational tasks and competencies to standardized skill descriptors, it seeks to establish a coherent national language of skills that can be used consistently across education, training, and labor market institutions.
